Intelligent automation: waarom RPA en AI samen 3x meer opleveren dan apart Intelligent Automation: Why RPA and AI Together Deliver 3x More Than Apart

Pure RPA covers about 40% of a typical municipality's automatable processes. The ones with clean rules, structured data, and predictable steps. The remaining 60% involve some degree of unstructured content, judgment calls, or exceptions. That 60% was previously out of reach. Add AI to the RPA, and the coverage jumps. Not to 100%, because some work genuinely requires a human and always will. But to somewhere between 65 and 75%. That is the compounding effect of combining the two tools, and it is why the term intelligent automation actually means something specific rather than just being a marketing word.

The exception problem that stops pure RPA cold

Het uitzonderingsprobleem dat pure RPA stopt

Take invoice processing. RPA handles it well when invoices arrive in a structured format: standard fields, consistent layout, PDF with extractable text. That is maybe 55% of invoices. The other 45% arrive as scanned images of hand-completed paper forms, PDFs with non-standard layouts, emails with attached photos, or combinations thereof. Pure RPA cannot read those. It routes them to a human exception queue, which is better than manual processing but still generates work.

Neem factuurverwerking.

Add AI document understanding, and the robot can read most of those non-standard formats. The exception queue shrinks from 45% to perhaps 8%. That 8% still goes to a human. The other 92% is handled end-to-end without human involvement. That is the 3x effect. Not from one tool being three times better, but from two tools together covering territory neither covers alone.

Building the combination in practice

De combinatie in de praktijk opbouwen

The sequencing matters. Start with pure RPA on the structured parts of a process. Get that running and stable. Then identify the exception types. For each exception type, decide: is this AI-solvable, or does it genuinely require human judgment? Add AI for the solvable ones. Keep the human exception path for the rest. Do not try to automate everything at once. The organisations that fail at intelligent automation usually tried to build the complete system before any part of it was working.
