245 paragrafen.

245 paragraphs. That is the length of Magnifica Humanitas, the AI encyclical Pope Leo XIV signed in May 2026, and its reception tells you something surprising: business schools and boardrooms picked it up faster than parishes did. The reason is not theology. It is that underneath the religious language sits one of the clearest practical frameworks anyone has published for deciding whether an AI deployment respects the people it touches. You do not have to share the faith to use the questions.

A framework hiding inside an encyclical

Een kader verstopt in een encycliek

Magnifica Humanitas, which translates as magnificent humanity, was released on 25 May 2026, signed deliberately on the 135th anniversary of Rerum Novarum, the 1891 encyclical that shaped modern labour rights during the first industrial revolution. The parallel is the argument. Just as the earlier document responded to the machinery of steam and mass production, this one responds to the machinery of algorithms, and it makes a claim business people recognise: technology is never neutral, it carries the values of whoever built it.

What made it travel beyond religious circles was the format. Commentators from business schools described it not as a sermon but as an ethical risk-management framework, a governance checklist stripped of marketing hype. It even arrived with an unusual guest: an Anthropic co-founder sat at the Vatican launch alongside cardinals and policy experts, a detail that says more about the document's reach than any review could.

The three questions at its core

De drie vragen in de kern

Strip away the 245 paragraphs and the operational core is three questions, deceptively simple, that a leader must answer before deploying any AI system.

The questionWhat it forces you to examineThe failure it catches
Who benefits?Who actually gains from this deployment: the organisation, the customer, the shareholder, the worker?Systems sold as helping everyone that, examined, mostly help the balance sheet.
Who bears the hidden costs?Who pays when the system errs or displaces a role: frontline staff, customers, the vulnerable?Costs quietly pushed onto the people least able to absorb or contest them.
Who decides the boundary?Which decisions lose human oversight entirely, and should they?Accountability dissolving into the machine, with no person left to answer.

Notice what these three do together. The first is a benefit question. The second is a distribution-of-harm question. The third is an accountability question. In three lines the framework has folded in the concerns that utilitarian, justice, and duty-based ethics each carry separately, and it has made them answerable by a person with no philosophy training, in a meeting, before go-live.

The idea underneath: do not optimise the person

Het idee eronder: optimaliseer de persoon niet

Under the three questions runs a single conviction, and it is the sharpest thing in the document. The deepest danger of AI, it argues, is not job loss or misinformation, real as those are. It is that human beings start to see themselves and each other as projects to be optimised, sets of preferences to be exploited, data to be cleaned. Against this the text sets human dignity as a fixed point: some things about a person are not defects to be engineered away, and a person is never merely a means to a metric.

The document's own warning, in paragraph 107, is that a more moral AI is not enough if that morality is determined by a few. When a handful of labs decide what their models refuse and recommend, it argues, they write moral rules for billions without accountability. That is the third question, who decides, aimed at the whole industry.

Why it lands for practitioners

Waarom het aanslaat bij de praktijk

You can disagree with the encyclical's foundations and still find its questions the most usable in the field. That is rare for an ethics text. Most frameworks give you a principle and leave the translation to you. This one gives you three questions with names attached to the answers, which is precisely what a governance process needs. It is not the last word on AI ethics. It may be the most practical first one available in 2026.
