Kleine scope. Duidelijke metrics. Zichtbare resultaten binnen 90 dagen. Doe het dan opnieuw.

Process improvement at municipalities tends to happen in two patterns. The first is the grand redesign: a consultant maps 80 processes, produces a 200-page report, and nothing changes because the recommendations are too big to implement without disrupting everything else. The second is the ad hoc fix: someone is frustrated enough with a specific bottleneck to hack a solution together, it works for that one thing, but nothing connects to anything else. Neither approach builds lasting capability. There is a better way, and it is boring in the best sense. Small scope. Clear metrics. Visible results within 90 days. Then do it again.

How to pick the right process to start with

Four criteria. High frequency: the process runs at least weekly, ideally daily. Documented pain: a real person with a real role is visibly frustrated by how this process works. Measurable baseline: you can count the current time, error rate, or cost before you start. Bounded scope: the process can be described completely in one page or less. If all four apply, start there. If none apply, your first job is to find the process where they do.

Vier criteria.

The 90-day structure

De 90-dagen-structuur

PhaseWhat HappensOutput
Days 1 to 20: Map and measureDocument the current process in detail. Measure baseline time, error rate, and volume. Identify the three biggest bottlenecks.Process map, baseline metrics, bottleneck list
Days 21 to 50: Design and pilotDesign the improved process. Remove unnecessary steps. Standardise exceptions. Pilot with one team.Improved process design, pilot results
Days 51 to 75: ImplementRoll out to all relevant staff. Train on the new process. Monitor closely for first two weeks.Full implementation, monitoring dashboard
Days 76 to 90: Measure and decideCompare results to baseline. Document what changed. Decide: automate the improved process, or move to the next improvement. Results report, next-step decision
MIT Sloan Management Review (2024): Organisations that run 90-day bounded improvement cycles report 3x higher sustained implementation rates than those that run open-ended improvement programmes. The deadline forces prioritisation and prevents the scope creep that kills most improvement initiatives.

When to stop: when the cost of further improvement exceeds the benefit of the improvement. In practice, most municipal processes have two or three bottlenecks worth fixing and a long tail of minor inefficiencies that are not worth the disruption. Fix the big three. Document the rest. Move on.

Ga verder.
