What It Is, What It Does, and Where It Actually Works
RPA stands for Robotic Process Automation. What that actually means is simpler than it sounds. A software robot watches how a human navigates through systems, clicking, copying, pasting, entering data, and then does the same thing, automatically, hundreds of times a day. No API needed. No system integration project. The robot works at the user interface level, the same level your employees work at. That is both its strength and its limitation. For municipalities, it turns out that strength covers a lot of ground.
What RPA actually does in practice
Wat RPA in de praktijk daadwerkelijk doet
Think of a municipal employee who spends 90 minutes every morning pulling citizen registration data from one system, formatting it, and entering it into another system before the day's casework can begin. Same steps. Same systems. Every day. That is the exact type of task RPA eliminates. The robot logs into both systems, pulls the data, formats it, enters it, and logs a completion report. It takes 4 minutes instead of 90. And it does not take sick days.
RPA works wherever work is rule-based, repetitive, and uses existing systems. It does not need intelligence. It needs consistency. Where humans are inconsistent precisely because the work is tedious, robots are consistent precisely because tedium means nothing to them.
McKinsey (2023): AI-assisted ERP process automation delivers average cost reductions of 15 to 25% in targeted finance and operations processes. The highest returns come from invoice processing and exception identification, both addressable via automation without changes to the core systems.
Where RPA delivers for municipalities specifically
Waar RPA specifiek levert voor gemeenten

Where RPA breaks down
Waar RPA het laat afweten
RPA struggles when processes are not stable. If the screens it navigates change, the robot breaks. If the rules it follows have exceptions that require judgment, the robot gets stuck. And if the underlying process is badly designed, RPA automates the badly designed process rather than fixing it. This last point is underappreciated. Automating a broken process does not fix the process. It makes it break faster at higher volume.
The rule of thumb: if your best employee cannot describe the process as a clear sequence of steps with no ambiguity, do not automate it yet. Document it, standardise it, remove the exceptions that can be removed, and then automate what is left. This pre-work is not a delay. It produces a better process whether or not you ever run a robot on it.
