De transparantieverplichting: vertrouwen opbouwen door eerlijke AI-communicatie The Transparency Obligation: Building Trust Through Honest AI Communication
We gebruiken diverse technologieën. We verkennen mogelijkheden.
Ask an organisation whether it uses AI and watch the hedging begin. We use various technologies. We are exploring opportunities. The vagueness is meant to be safe. It is the opposite of safe, because customers, employees, and citizens assume the worst about what you will not say plainly, and regulation is steadily removing the option of saying nothing. Transparency about AI has stopped being a communications choice. It is becoming an obligation with dates attached, and the organisations treating it as an asset are quietly collecting the trust the hedgers leave on the table.
Silence is a message, and it is the wrong one
Zwijgen is een boodschap, en de verkeerde
Organisations hedge about AI for an understandable reason: they fear the reaction. What they miss is that the audience is already reacting, to the hedge itself. People notice when the chatbot pretends to be a person. Employees notice when the new scheduling system appears without a word about what it tracks. Citizens notice when a decision letter feels machine-shaped but nobody will confirm it. In every case, the imagined version is worse than the real one, because imagination fills silence with motive.
PwC's 2024 Trust in AI Survey found 72 percent of customers are more likely to continue using a service from an organisation they believe uses AI responsibly. Only 38 percent could name one they trusted. Believing requires seeing, and seeing requires the organisation to show.
Read the second number as the opportunity it is. The trust position is vacant. Filling it costs a webpage and some honesty.
What honest AI communication contains
Wat eerlijke AI-communicatie bevat
| Element | What to say | What to avoid |
|---|---|---|
| Where | The processes where AI is actually in use, named plainly: enquiry routing, document preparation, case triage. | "Various technologies across our operations." Vagueness is the tell. |
| What it decides | What the system does and, just as important, what it does not decide on its own. | Overstating the human role. If the human rubber-stamps, do not advertise human decisions. |
| Who stays in control | Where a person reviews, can intervene, and carries accountability, with a function name. | "Humans remain involved." Involved how? The word is doing suspicious work. |
| How to respond | A working route for questions and objections: a contact, a form, a timeline. | A complaints paragraph pointing at a mailbox nobody reads. |
| Element | Wat te zeggen | Wat te vermijden |
|---|---|---|
| Waar | De processen waar AI werkelijk in gebruik is, ronduit benoemd: vraagroutering, documentvoorbereiding, zaaktriage. | "Diverse technologieën in onze bedrijfsvoering." Vaagheid is het signaal. |
The Dutch public sector shows this is workable at scale. The national algorithm register, mandatory since 2022, and VNG's count of generative AI applications in government growing tenfold from 8 to 81 between early 2024 and early 2025, mean disclosure is already normal practice for hundreds of organisations. The sky did not fall. Municipalities like Goes even name their chatbots: citizens talk to Guus knowing exactly what Guus is.
Keep the page short. Four elements, plain words, no legal preamble. A transparency statement that needs a lawyer to read defeats its own purpose, and its length signals exactly the discomfort it was meant to dispel.
The internal audience comes first
Het interne publiek komt eerst
One sequencing mistake undoes the whole effort: announcing your AI transparency to the market before your own staff can explain it. The employee facing a customer's question is your transparency in practice. If they shrug, the webpage is fiction. Deloitte found employees whose AI concerns were addressed specifically and honestly showed 40 percent higher adoption, which points at the deeper truth: honesty inward produces the fluency that makes honesty outward credible.
So the order is fixed. Inform and equip your people. Publish what they can confirm. Then let the vacant trust position do its work. Transparency built this way is not a compliance cost racing an August 2026 deadline. It is the cheapest brand investment available, purchased before your competitors notice it is for sale.
