The Use-Case-Driven Strategy: Starting From the Problem, Not the Technology
The most expensive sentence in AI is we need an AI strategy, because it usually means we have bought the technology and now need somewhere to point it. That is backwards, and the backwardness is why so much AI spending produces so little. The use-case-driven strategy starts at the other end, with a specific problem worth solving, and only then asks whether AI is the right tool for it. It is the least exciting approach in this series. It is also the one that works.
Technology looking for a problem is a bad bet
A technology-first strategy feels productive. You are adopting the future, running pilots, generating slides. But it quietly optimises for the wrong thing: it measures success as using AI rather than solving something. The result is a portfolio of pilots that demo beautifully and change nothing, because none of them started from a problem anyone was actually paid to solve.
Reverse the order and everything changes. Start with a problem that costs real money or real time, and the question becomes concrete: would AI solve this better than the alternatives, and is it worth what it costs? Sometimes the answer is no, and a use-case-driven strategy is the only one honest enough to say so before the budget is gone.
Gartner found in 2023 that 60 percent of failing AI projects fail on data and governance, not the model. A use-case-driven strategy catches most of those failures early, by refusing to start a project whose problem was never worth solving in the first place.
The honest version of a use-case strategy includes the word no. Some problems that look perfect for AI are better solved by fixing a process, hiring one person, or buying ordinary software. A strategy that can only ever say yes to AI is not a strategy; it is a purchasing habit. The discipline of starting from the problem is what gives you the standing to walk away when AI is the wrong answer, and walking away is sometimes the most valuable output the process produces.
What a good use case looks like
Hoe een goede use case eruitziet
| Trait | Why it matters | A weak use case fails here |
|---|---|---|
| Frequent | Value comes from volume; a rare task saves little even if automated well. | One-off or seasonal tasks rarely repay the setup. |
| Costly today | A visible cost makes the return measurable and the case defensible. | Cheap problems produce savings too small to notice. |
| Error-tolerant | Early AI makes mistakes; the task must survive them. | Zero-tolerance tasks turn a small error rate into a crisis. |
| Data-rich | AI needs examples; a task with clean history is teachable. | No usable data means the model has nothing to learn from. |
| Kenmerk | Waarom het telt | Een zwakke use case faalt hier |
|---|---|---|
A use case that has all four is close to a sure thing. One that has none of them is the pilot you will quietly kill next year. Most real candidates sit in between, and the value of scoring them against these four traits is that it turns a vague hunch into a decision you can defend to whoever holds the budget. Start there. The strategy will build itself out of the problems worth solving.
One more discipline separates a use-case strategy from a wish list: you rank the candidates and start with one. Not five, one. The organisation that runs a single well-chosen use case to real value learns more than the one that launches five pilots it cannot staff. Focus is not a limitation here. It is how the first win gets built, and the first win is what funds the second.
